All Zone Protects Horse & Rider Picaridin Fly/Insect Repellents contain 20% Picaridin and 80% "Other Ingredients".
Those other ingredients are 1) ethanol (alcohol) which works as a solvent to keep everything mixed well, 2) glycol for a moisturizer and 3) water.
Then, it contains natural vanillin for that clean, fresh scent and added repellency against those small gnats and no-seeums!
